This binder is beautiful . Does it lay flat when open?

Hello. As with all leather, it made take using it a little bit to completely relax the binder, but with use, it will lay flat.

Is the Cerulean Blue a true blue or a green? It looks like teal on my monitor.

Hello. It's a bluish green binder, with more blue than green. It's not a true royal blue or a true teal.
